Are the likes of Ritalin & Modafinil available from pharmacies?

If so, what are the local brand names?

Are you talking about in Thailand or generally ??

I doubt they are yet in Thailand and certainly not in Europe. Whether "smart pills" are legal or not, I have no idea, but one might imagine so but on the other hand they are available by mail order on the net.

A bit of coke will have the same effect apparently. Plenty of that in Pattaya I reckon.
